    With this clip can't tell if guy was a jerk or cop is a taser happy lazy lunatic.
    In many states, With what is shown here(again no context) this would be considered a improper use of a taser.
    Subject not resisting except for walking.

  2. ive seen footage from the 20th century with better quality
    didnt think it was possible to record video with such bad resolution in this day and age
