42. The cops are lucky that the guy did not realize he could have sued them. They escalated by moving in on him and putting hands on him instead of first trying to talk to them and calm the situation down. If it were dirty cops they would probably have stuck charges on him even, so both sides probably got lucky that neither wanted to turn this into more.
