Westminster, Colorado — On October 1, 2023, around 7:53 p.m., Westminster Police Officer Robb Phelps was dispatched to a disturbance with injuries in the 1400 block of 116th Avenue. As Officer Phelps arrived on scene, several individuals were in a physical altercation with a male subject in the parking lot. Officer Phelps gave several loud, verbal commands to the individuals. One individual did not comply.

As Officer Phelps deployed his Taser, in an attempt to de-escalate the situation, the individual produced a gun and pointed the weapon at another person. After several more loud, verbal commands to drop the gun were ignored by the individual, Officer Phelps then fired one round from his duty weapon, striking the subject. Officers preformed life saving measures until paramedics arrived on scene and transported the male subject to the hospital. Ultimately, the male subject died from his injuries.

  1. Situational awareness and reaction time at an all time low. Telling the guy in a life or death struggle to back away is ridiculous.

  2. crazy situation, but like that guy couldnt do anything else. The suspect was likely going to shoot the victim if he let go and the officer had no other choice and no chance to try and deescalate anything. Shitty shitty situation.

  3. In a few of the comments to this video and others, some people blame the officers for the shooting. The deaths usually are due to an idiot failing to comply rather than being the officers fault. In this case, if the person that was shot had let go of the gun when instructed, he would still be alive. Some fools think otherwise.

  4. All the cop had to do was put the man in cuffs while the other two were holding his arms. Instead this cop ordered them away which allowed him to go for the gun. This cop is unqualified and out of control.

  5. Wow that was hair stand on end experience….I understand why the guy holding the perp didn't let go when the officer told him too because he could have been shot 😳

  6. That guy was safe until that cop arrived. He would be alive today if the cop let the civilians hold him down while he cuffed his hands. Common sense sadly is very often not required to become a police officer, same goes for a medium IQ. The officer let a restrained subject get unrestrained by pulling his taser and therefore making everyone back off the subject. That increased the danger for everyone else because the subject wasnt restrained anymore. Absolute terrible police work. Of course all he knew was shooting the guy and guess what he did…
