Ok, so the way it works in a lot of cases, is the local jurisdiction has a policy where for every suspected domestic violence incident, there has to be an arrest. When they get a domestic call with legitimate evidence of violence ainvolving a man and woman, 8 times out of 10 the woman is covered in marks and got the worst of not all of it. Therefore, when they go into these situations where it's fuzzy what happened, but both parties are saying there was contact, and they have to make an arrest, they arrest the guy because there's a better chance, however slightly, that they got it right if they take the guy. They are just going by the odds.
