Officer Justin Rapp – Wichita Police Department
A call comes out of an officer in a foot pursuit of a suspect. Officer Rapp and Officer Thatcher are seconds from the location and spot the suspect jogging across the street. Officer Thatcher jumps from the patrol vehicle and gives chase through a narrow brick apartment complex. He catches up to the fleeing subject and uses his taser on the shirtless suspect, allowing Officer Balderas to take him into custody. The wild-eyed and dirt covered suspect asks why he was being chased and explains he was running away from monsters. After walking the man back to the cars, Officer Thatcher explains that officers found him in a stolen van and that is why he was being pursued. The man barks out that the monsters were shocking him and Thatcher admits to the suspect that he did the “shocking” which leads the suspect to conclude that everyone is out to get him. The suspect continues to talk about monsters and being shocked and claims the van wasn’t his; his landlord left it there against his wishes. Thatcher returns to the alley where the van is parked and discuss what triggered the call, the subsequent tasing and the foot pursuit with the other officers. They all voice their concern that there must be some bad drugs going around Wichita for the man to believe the police are monsters.

I feel terrible because every time I hear the 'pop' of a taser then the 'zzzzzz' of it being deployed closely followed by an 'arrgh', I burst out laughing. Only when I don't see it happening.

I really wanted to think that Rapp was a good dude that just made a bad decision, but the more I've looked into his statements, video appearances, and legal bologna, the easier it is to believe he is a homicidal psychopath. It's incredible to me that Rapp would dare work as a cop in Wichita after what he did. If this guy feels ANY shame, he doesn't show it.
