There's no qualified immunity in New Mexico, sue him personally. Whenever Sheriff Frazee parks his cruiser anywhere out in public – start removing a few valve stems out of his tires. That way, he has to call a tow truck, instead of just changing a single tire. Just inconvenience the hell out of him every chance you get.
