I Returned My Social Security Card!!! WHY I MADE SUCH A CRAZY MOVE!
Lawfully admitted noncitizens can get many benefits and services without a Social Security number. You don’t need a number to get a driver’s license, register for school, get private health insurance, or apply for school lunch programs or subsidized housing.

Certificates of Non Citizen Nationality
The Department of State occasionally receives requests for certificates of non-citizen national status pursuant to Section 341(b)of the Immigration and Nationality Act (INA), 8 USC 1452(b).

As the title of the certificate indicates, only a person who is a non-citizen U.S. national (i.e., a U.S. national but not a U.S. citizen) may apply for such a certificate.

As defined by the INA, all U.S. citizens are U.S. nationals but only a relatively small number of persons acquire U.S. nationality without becoming U.S. citizens. Section 101(a)(21) of the INA defines the term “national” as “a person owing permanent allegiance to a state.” Section 101(a)(22) of the INA provides that the term “national of the United States” includes all U.S. citizens as well as persons who, though not citizens of the United States, owe permanent allegiance to the United States (non-citizen nationals). https://travel.state.gov/content/travel/en/legal/travel-legal-considerations/us-citizenship/Certificates-Non-Citizen-Nationality.html

The right to sue and defend in the courts is one of the highest and most essential privileges of citizenship and must be allowed by each state to the citizens of all other states to the same extent that it is allowed to its own citizens.210 The constitutional requirement is satisfied if the nonresident is given access to the courts of the state upon terms that, in themselves, are reasonable and adequate for the enforcing of any rights he may have, even though they may not be technically the same as those accorded to resident citizens.211 The Supreme Court upheld a state statute of limitations that prevented a nonresident from suing in the state’s courts after expiration of the time for suit in the place where the cause of action arose212 and another such statute which that suspended its operation as to resident plaintiffs, but not as to nonresidents, during the period of the defendant’s absence from the state.213 A state law making it discretionary with the courts to entertain an action by a nonresident of the state against a foreign corporation doing business in the state was sustained because it was applicable alike to citizens and noncitizens residing out of the state. https://www.law.cornell.edu/constitution-conan/article-4/section-2/clause-1/access-to-courts#fn210art4

A style of writing or speaking heavily emphasizing the abstruse technical vocabulary of the law, to the point where a speech or document may be incomprehensible to non-specialists.
