Ive never figured out why they mess about with these things – they seem a complete waste of time and could be failed by someone completely sober if they have a disability. Just breathalyse them like they do over here and have done with it.

Field Sobriety Tests are voluntary. Refusing them, does not, in and of itself, establish probable cause to arrest for DUI.
Ahhhh, passed out in the drive thru! Slumper! Thats what we call those incidents, we as in EMS & Fire, too. 11 minutes of video before getting that info. She stood in that one spot pretty well. You cant fall asleep in the drive thru, and refuse every test. Even driving under severe fatigue is illegal because you are risking other people's lives, knowingly.
They could park her car and lock it up, but they prolly wont. The contract with the tow company and the city is pretty lucrative for both. On to the next video.
