Sending this video to the FBI field office in Austin. The cop clearly stated he was detaining (seizing) the man because refused to ID, so it's an illegal seizure – deprivation of rights under color of law 4th amendment – 2 counts – one for him, and one for the gun. That's two years in prison for this officer – I hope a few more folks do the same to put some pressure on them.
