Obviously they don't expect folks from other cities to register their bicycles and their actions justify a statewide uniform code for cyclists. Look no further to prove why lawmakers can't allow municipalities to regulate cycling. Do they have it posted? How are folks to know if cycling is allowed on sidewalk?
