You're a private property you do not have to listen to him at all you can walk right up to his car you can tell him to leave your property and wait until this person leaves you are not allowed to issue a citation on private property unless you can prove in court with a warrant

This cop is an atrocity. But why, when they KNOW he's like that, do they even go to him, when he calls them to? Just go inside and let the cop figure out who was driving. You have no obligation to help them in their investigation.
