Why would handicap spots be exempt from parking fees. The hole point about disability rules is to try to get some opportunity equality and I'm all for that, but special privileges like exemption from fees are unrelated to that. That just create corruption in gaining those special privileges for people that don't need them, and that even hurts the people that are really in need.
