18. Its funny that the cop keeps escalating the encounter when, but it's sad that the cop couldn't piece together that the guy was paying his respect. And the cop tried to convince himself that the guy was cocommitting a crime, to justify getting his ID while also ignoring the candles. But it the cop was unlucky to get a reasonable female officer that pieced the candles in less than five minutes compared to him.
