  1. The 10 sandbags are the government's way of avoiding criticism for not doing "something". Millions of tax dollars have been spent on drainage system improvements and also pumping stations to keep storm water, and river water out of the streets, homes, and businesses but there's still flooding in some areas.

  2. It could revert to a hurricane but the forecast shows it to be a Tropical Storm. I'm sure that if New York gets rain, it will be called a "Potential Cat 5 Hurricane of the Century"
    That's like calling a Tremor, a "major" Earthquake, or Cumulonimbus anvil top, a Tornado.
