Officers should be required to carry personal insurance. Anything that falls outside of policy or law should come out of his personal insurance and when the insurance company drops them then they can't be an officer anymore.
If it's a legitimate accident during the course of their duties then that should keep the city on the hook.
Couple those with a nation wide registry for those who get let go for reasons like loss of insurance, repeated violations of policy and and law. So they don't just play musical departments in a state or different states.
It won't fix all the issues but it would certainly help.
