Officer Jackson was wrong and tried to impose his will upon another individual using his status of being a police officer, he wasn't listening to the individual regarding the sign that only imposed a parking restriction. Also all Police property is "Public Property" and all is open to the public until otherwise notified by sign that states otherwise i.e. Restricted Access, Authorized Personnel Only, No Trespassing or by a fenced off zone with access point.
