A prison with guards on the outside but not on the inside because they fear for their lives. On the inside, the prisoners are in control: murderers, violent offenders, drug bosses. This is the prison city of San Pedro in La Paz, Bolivia, where the inmates rule and anarchy prevails. Money, violence and power. Only the strongest survive this lawless place, and they rule over the weak, demand protection money, rent for sleeping areas and determine what rights and obligations the prisoners have.
Big boss Victor Hugo Mendoza is a convicted quadruple murderer. He rules over the so-called “Delegados”, a team of inmates that enforce his interests throughout the prison complex with impunity. How the system works on the inside is illustrated by the arrival of inmate Carlos, who has bruises all over his body after day one. Blanco, from Spain, has been incarcerated for seven years and barely leaves his cell – because he is too scared since his buddy in San Pedro disappeared one day without a trace. Blanco is in despair and fears for his sanity.
It gets worse: women and children live among drug addicts, rapists and pedophiles. Women and children often follow their husbands into prison, out of fear for their safety on the outside and due to financial hardships. Just like Michelle and her 5-month-old daughter, Escarlet. The two live in San Pedro with husband and father César, incarcerated for armed robbery, in a six-square-meter cell – for which they must pay a monthly rent of $100 to the Delegados.
