26. It sounds to me like every commissioned officer in the state needs to be FIRED. The real issue is that courts need to order that such people never be allowed to be in public employ again. Ending a career is not enough as they will be reemployed within a week in other jurisdiction or government job. This means that they are allowed to increase thier retirement and should never be allowed that.
