    In Warrenton, North Carolina, bodycam was recently released showing now-fired police officer Mark Oakley following a black man home from a traffic stop and then repeatedly tasing him in his driveway. Dwayne Hicks was originally pulled over for a minor traffic violation. Finding a pickup order in the system for Mr. Hicks’ license plate, the officer got a screwdriver and pulled the plate off Hicks’ vehicle. Then he told Hicks that he was “free to leave,” and encouraged him to leave the scene. The officer even waved as he drove away from the scene. Instead, former officer Oakley followed Mr. Hicks home and performed another traffic stop – this time in Mr. Hicks’ driveway. The encounter quickly escalated into violence.

  2. I would agree that the first stop began reasonably, but Oakley became unreasonable during it. When presented with the accusation that his insurance was expired, Mr. Hicks attempted to refute and prove the opposite, at which point Oakley sped up the process of giving Mr. Hicks his citations and skedaddling because if it were true that Mr. Hicks had valid insurance, then Oakley may have had to return Mr. Hicks tags, and he wouldn't have justification for the second stop. It was immediately apparent to me that Oakley was looking for a reason to arrest Mr. Hicks, and likely due to some prior interaction or relationship since it was obvious Mr. Hicks already knew who Oakley was before the recorded interaction. It really seems to me that from the get go, Oakley was out to get Mr. Hicks, and felt he hit the jackpot when he saw that an order for Mr. Hicks plate to be returned to the DMV.

  3. It's interesting the victim knew the officer and his name the moment he was pulled over. This indicates that their may have had multiple past interaction prior. That could provide some insight into why he was not agreeable because it's the same song and dance with Oakle. That later leads to officer misconduct. That may or may not be reported.

  4. It's dark, cop doesn't have backup, perp is disobeying a lawful and order and approaching cop. That is inherently dangerous and clearly breaking the law. I don't expect cops to wrassle in the mud with lawbreakers to get them into cuffs. Do you all really expect the cop to wrassle the guy in the mud? Or perhaps set the precedent to just obey only the laws we like, when we feel like it, and the cops should only ask nice to pretty please stop breaking the law, no enforcement? Why even have cops? Yeah the "free to leave" was a dirty trick, but it was legal and perp honestly deserved it for mistreating the cop, and he KNEW he was breaking the law driving without plates.

  5. I see evidence at the first stop. "Your headlights aren't on." "No, they come on automatically after starting the car." "Oh? Your tail lights don't work!"

    It was a total setup. So, the cop changed his excuse for the stop indicating it was pretextual. They obviously interacted before.

  7. It looks like this cop pulled this guy over more because he knew him because they obviously knew each other.

    Cops will attack the low hanging fruit people that can't quite afford to get their license in order and make it almost impossible for you to ever get your s*** straightened out.

  8. I have been stopped for lights being out and was not ticketed. The cop told me it was out. I got the light repaired in the morning. Taking Hick's plate was off. Also, at the start of the first stop Hicks knows the officer. How and why does he know him.

  9. I disagree that the the first stop was professional or that the officer “kept his cool”.

    These two obviously know each other from a previous situation or by reputation.

    Oakley used Mr Hicks’ name before taking possession of the driver’s license.

    The reason for the stop may have been legally justified due to the lighting issue and potentially the insurance issue.

    While Mr Hick’s may have been speaking in an “aggressive” manor, he had not broken a law in doing so.
    Oakley was rattling off his scripted diatribe but not being professional about it at all.

    Likely the “headlights” not being on was the daytime running lights mode in which many vehicles will remain dark with only dim white lights on the front. Basically a poor design for a “safety” device.
    Oakley seems to me to be a ticket machine since he was trying to say everything super fast.

    The nature of the light ticket is for safety, so why not have the vehicle towed?

    While Mr Hicks may have been rude, he was trying to work out a couple of the details about the violations, but Oakley was determined to play his childish it didn’t happen quick enough game.

    How much extra do the officers in this department make showing up to court?
    $$$$🤔

    If he had other things to attend to, then why distract yourself with a nonsense traffic stop.

    A few moments could have easily cleared up if there was an actual light defect for the safety of everyone, and if Mr Hicks actually had proof of insurance that the government entity was behind on updating. ( or if Mr Hicks was fixing the insurance during the stop and perhaps providing evidence that he had been uninsured)

    The “second” stop was obviously an attempt to have an excusable justification to use force.
    It’s unlikely Oakley is the only criminal working in his department, he’s just the one that they have to fire.

Number one in Canada where it gets dark earlier people forget that the factory daytime running lights in older vehicles don’t turn on the brake lights in Canada that is not a reason to stop a person and without the officer asking can he see them work or not leads to some very questionable authority

Well Mr Hicks CHOOSE to drive KNOWING he did NOT have a valid plate…..then when stopped again he GOT OUT OF THE CAR a CLEAR to ANY Cop or SANE person a NOT SAFE ACT and a possible THREAT to officer safety(I can tell you this for a FACT-I NEVER just jump out of my ride when a cops pulls me over!) then when asked to comply and turned around HICKS got crazy mad and threatening and ready to clearly FIGHT…then HICK put his hand IN HIS POCKET(he is luck not to have been shot right there!) he was then asked SEVERAL TIMES to comply and DID NOT….that is why he got tasered and it took three "lessons" for MR hicks to understand what comply meant
    now show us OTHER Videos on the cop acting out or unlawfully and I'll see you side ON THOSE MAYBE…but in this ONE CASE its a nothing burger!

    None of these criminals as long as they are cops ever get serious jail time, like the rest of us would get if we did the same thing.

  13. The way he started breathing heavy AS he's stopping him the 2nd time is creepy as heck. It had nothing to do with physical exertion. That's a cop who's way too into a certain type of interaction. I have no doubt he's going to end up killing someone.

    Qualified immunity needs to change for officer, prosecutors and judges.

  15. They pick these people to be cops because they are people with no empathy and they can lie like a champ. It's not something that happened overnight either, they have been evolving to use more and more extreme violence all along. The use of people like this cop and much worse they want to suppress the people, cop violence is just another angle the government uses. They didn't know the camera phone was going to be a massive tool against them as it turned out for there final push towards their police state that all cops ache for. Just imagine if there was no camera phones what the situation would have been like at this point. It would make a great video a full examination with a detailed picture of how it would have turned out at this point without the camera phone. Especially with the cops now using tactics to criminalize ordinary citizens rather than deal with real criminals well you know its for officer safety. I think if there was no camera phone that came on the scene it would have been devasting for the people over the last twenty to thirty years.

At the end of the 1st stop I initially thought that he was in a hurry to Leave just the typical police officer wanting you to know without a doubt that they control everything or maybe even so he didn't have to listen to the drivers B.S. But it quickly became obvious he was trying to get out of there before the driver could ask him are you gonna pull me over for driving home without my license plate. No doubt he didn't wanna give him the chance to ask that question. 2nd he timed the stop out to give him time to exit the vehicle hoping he wouldn't comply being he was already home. Unfortunately the guy played right into the Nazi cops plan.

  18. This POS needs to be put in jail. What a dirty cop. North Carolina is known for dirty cops. I grew up in NJ back in the day and we heard not to go to North Carolina because of the crooked police..

  19. Compare with the case of former Wolfe City PO, Shaun Lucas, who got away with shooting Jonathan Price at a gas station/convenience store in Wolfe City, TX. Lucas got away with it — I haven't checked to see if he's working in Coffee City now — but there were all kinds of reports that came out about how Lucas exhibited similar behavior when dealing with the local residents, especially if they didn't look like him (wink wink).

  20. The most glaring part of the video was the dude knew the officer’s name, he uses it like he is well known in the community. Oakley has probably been reprimanded before and knew how to act in front if the camera. He had to find more clever ways to F with people.

    It was way to easy 4 him to set him up knowing what he was going to do then carrying it out the way he played it in his head. So yes without a doubt Oakley was wrong nd his license to be a blue gang member shoulda been yanked 4ever because if not he just goes somewhere else & does it again nd again nd maybe even worse because he believes he can do not wrong nd his fellow employees agree nd the new hirer agrees nd let's him on the streets to do it again like always until something very bad happens or WE THE PEOPLE SHOW UP nd complain nd take further steps to help 1 another from tyranny
