Cop Sues Partner for Excessive Force For Missing the Suspect and Hitting Her – Everything Law and Order Blog

On the morning of July 20, 2020, rookie Cleveland Police Officer Bailey Gannon shot his partner. Screaming as he fled in panic down a flight of stairs from a man who was neither chasing nor threatening him, Gannon pointed his gun over his head—in the opposite direction he was running— and began firing blindly behind him. One of his bullets hit his partner, whom he had just run right past.

That was the opening paragraph in a federal civil rights lawsuit just filed by Cleveland police officer, Jennifer Kilnapp, against her former partner, as well as the City of Cleveland. So this is a police shooting case – an excessive force case – from one cop against another cop. Can a police officer, who is unintentionally shot by another police officer, sue the government for a civil rights violation? Unfortunately, I can answer that one. But first, here’s a portion of the body cam footage.

  1. His voice was shaky and he sounded fearful from the beginning of the video. He really should find a different job. If that is how he is going to present himself, if that is how he is going to act going into difficult situations, and if that is how he is going to react in times of stress, being a police officer is absolutely not the job for him.

  2. Why would anybody live in West Virginia with a Police Department's that are out of control? Way too much news about police departments and state police nothing but a bunch of criminals terrorizing their community. There should never be immunity for these corrupt police officers.

Just one more case of many that clearly shows that we have a huge problem with the police being incompetent, please everyone, ALWAYS film the police even when it doesn't involve you, let's continue to be proactive in getting this situation corrected, share this info, make phone calls , send email, protest, make flyers and pass them out, we have got to get this fixed soon before more people have to needlessly die at the hands of police, thanks for reading this and telling others

  5. Wow! 1 in a million, this is best video I've seen in a long long time. This is crazy and will cost the tax payers millions because of these criminals with badges…. I can't believe how much police ignorance cost united states tax payers…?

  6. This is the kind of stuff that gets people shot while holding a cell phone or hitting people that may not be involved at all. Dude shouldn't have gotten any violence charges related to that interaction. Cop blind firing is some how not a big deal but a gun unused in hand is apparently an extremely and actively dangerous situation. People who accidently shoot still catche charges, cops don't deserve special treatment or if anything they should be held to the highest standards.

  7. You could say the officer exceeded expectations, seeing as you would expect a rooky cop to display some level of incompetence. After all, they a new to the job and have no experience. This is why they are paired with a training officer, so that the new officer's incompetence can be made up for, and the new officer can learn.
    If the rookie's level of incompetence is much higher than expected they have, indeed exceeded expectations.

  10. Part of me wonders if he just saw the guy holding his dick, and that’s what frightened him so badly.

    Also, I kinda wonder if she had her bodycam on, but if Daddy found a way to make that disappear, because it would’ve shown his boy running like a bitch and blind firing all willy nilly.

  11. In less than the first 30 seconds of this video you described the most bizarre and ridiculous police involved shooting I’ve ever heard, and I’m already strongly on whatever side keeps that Rookie cop from ever touching another firearm again, for any reason.
