The city will end up paying compensation to the two parties and the tax payers will foot the bill. The cops will resign before going to court and end up working in the next place down the road with no punishment whatsoever.

You know the Cop was power tripping because the tenant happily put his hands behind his back to get arrested, and than the cop under color hesitated to arrest instead asking for his name.
Without proper leadership and applicable training to guide them, cops become hammers and everyone looks like a nail.
