At about 9:10 when officer Dukes sat down in his patrol car, sighs and says "oh lord". I think that's when he knew he was going to be in some trouble. And then when he proceeds to tell the gentleman in the white shirt that they aren't issued cards, I believe that was him hoping the guy in white was dumb enough do not try to follow up afterwards with a lawsuit. Awful stuff
