"They somehow just dropped the ball" interesting way of putting it and I like how he make excuses for that 911 dispatcher. She acknowledged she heard gunshots and didn't think to tell anyone for 9 days. You butt dial 911 they will call back to find out if there is an actual emergency, negligence of duty clearly. Hopefully she was fired.
They should have notified Memphis sooner than they did.
