My understanding is that she was charged with neglect because the other people were abusing her child, and she continued to leave her child in their care.
Would not be the first time that the abuser claimed abuse on the parent.

Child Services failed to protect my day home providers child that she abused alongside my children, but they tried for 10 years to build a case against me to remove my children.
They tried to convince my children that I was abusing them with whips and chains when they had some cat scratches on them. They failed miserably.
I got a copy of my children's files through FOIP. My Children's Welfare files show that they were aware that all of the children in that home with the exception of one were being abused and they covered it up because they made a huge mistake by not reporting it to the police.
I reported it to the police but they got up and walked out of my house refusing to take my statement because I was a single mother of three and she was a married mother of two.
Child Services and the Police suck.

The word is CANDID! He was being CANDID and frank with mom. Ridiculous little mistakes like this, really give a clear idea of how ignorant this detective is. He rambles on about things like fingerprints, when that was not at all what Bell was asking about. He corrects her disrespectfully, and fills his diatribe with irrelevant and superfluous information. His attempts to needlessly complicate the matter, are very clearly meant to confuse and befuddle Bell. The ultimate goal being to trip up the suspects narrative, and inadvertently incriminate herself and McNabb(the father).
The tactics used by the detective are pathetic and sloppy. Ultimately, they only serve to make the detective appear foolish and unintelligent.
