At the end of the video, the woman has her hands behind her back and is standing beside the back door of the car. The cop screams, "GET YOUR HANDS ON THE HOOD!!" Shouldn't there be some kind of exercise or test to see if a cop is capable of speaking coherently while he's in fear for his life? Since they're almost always in fear for their lives, wouldn't being able to speak coherently be considered part of the job?
