Until law states these unlawful actions followed by police, town/county/state are ALL going to be sued, at some point Qualified immunity won't exist, therefore laying claim wholly on the said town/county/state, at that point (and it will happen), town (who has little funds, county who looks out for little towns, and STATE who (initially) look out for themselves…

Ma’am, since you’ve seen that he doesn’t have any weapons on him and that he is a realtor and that they have the key why not unlock him and uncuffed him so that he can reach into his pockets and give you the key instead of feeling all around for it and blaming him for having too many pockets
