Let’s clear something up real quick. The narrator stated that it was unethical for the detective to say he wasn’t doing an internal investigation. He is actually required by law to inform him of this. He said he wasn’t doing not doing an IA so Garrity does not apply. During an IA interview Garrity rules apply as a protecting for the officer and nothing said in the interview can be used against him for criminal prosecution. By telling him that it’s not an IA investigation and then reading him his Miranda Rights now he’s been informed that this is a criminal investigation and all information can and will be used against him for prosecution. He was not being “unethical”

Garrity rights are a set of rights that protect a public sector employee from being compelled to incriminate themselves. The detective is compelled to notify an interviewee of this distinction, as the detective isn’t interviewing the individual for something they did in their official capacity. Rather, they’re interviewing the individual for something they did as a private citizen. Neglecting to inform the subject of that distinction could lead to his confession being inadmissible in court.
