Typically the more experienced the cop, the more he trusts his instincts. While such can initially serve him well, it's been shown that over time his "instincts" can turn into confirmation bias. Basically the Dunning-Kruger effect in action.

The officers where loitering too. They said they have been sitting there for 20 or 30 minutes

Their police chief was stealing meth and guns while these officers were occupied with the real crime of loitering at a gas station. I mean- you can't make this stuff up. Truth is stranger than fiction.
C- for the officers seems a bit harsh of a grade. All the guy had to do was move his car. Officers are not law professors.
