31. I can't speak to the Serbian side of this, but I am a foriegn national living in Spain (in the process of getting citizenship) and the red tape here is *crazy*. I have lived all over the world and Spanish red tape is by far the most drawn out. If there's a hold up anywhere, I would safely assume it's from the Spanish end.
