  1. People get their belt off because of muscle memory. What is the first thing you usually do after shutting off the engine? I usually unbuckle right after shutting off the engine. Because it's always better to unbuckle before trying getting out of the car. Happily i don't get arrested often.

  2. Deputy Sloup, As soon as I stop/park I unfasten my seat belt because the strap rubs my neck and hurts. I can't reach my purse or move. It is doing its job and I always wear it when driving. But they do not belt every body shape and size in a comfortable location. As you keep mentioning that your stops have no reason to unbuckle as you approach, be reminded that for some people there is a reason that has nothing to do with your safety.
    You might consider having your department contact the state DMV and if they have a driving law pamphlet, allow you to carry a bundle to hand out to your young and uninformed drivers about some of the rules, like pulling to the right. I worked traffic in CA for a short time and don't remember having the uneducated drivers you seem to encounter on a regular basis.
