cheaper for the cops to have lawyers on call rather than have to pay them (read: have the taaxpayers have to pay for) once charges are filed against them for XYZ and lawsuits ensue and that $$$
potentialities:
1.) a.) it's such a high crime area because the cops in this area SUUCK at their jobs b.) and spend their time moolesting innocent people like this guy, or
2.) plot twist: it is these cops who are the ones committing most of the crimes in the area and this is their sort of 'cover' (but they also come here to buuttfuhk each other when they aren't doing that)
