Woman Gets in Crash, Takes Off, Then Screams at Police

1. If she hit and ran, why wouldn't they be arresting her?

2. She may be mentally ill…the officer was perfectly reasonable and she escalated ten levels for no reason at all, then proceeded to cry about not wanting to go to jail, like she didn't realize that was a possibility. Doesn't…really seem like the behavior of someone playing with a full deck.
