This same girl is in at least one other video with the same wild behavior, the cops seem to know her. I don't think she is 100%. I don't excuse her crazy flailing, screaming, and other bad actions, but I do feel bad inside for her, she's just not all there. Wish she could get some help and stop getting arrested. Those poor cops must have hearing damage from constantly arresting her.
