Cruelty is the core policy of the Trump Administration. You can be cruel with militarized police; it's a lot harder to do it giving people jobs. The whole conception of justice is retributive: you (allegedly) do something (supposedly) bad, you get some cruelty inflicted on you. There is simply no interest in any other conception of justice or crime prevention – they are absolutely not goals.
Where the police are working as an occupying army, the residents ought to treat them as such and resist. That need not mean violence – and that's likely to invite even worse retaliation to little gain – but there are plenty of non-violent resistance techniques available, including an appeal to police with any sense of community responsibility NOT to be an occupation army.

Government is not supposed to keep us safe. Its job is to protect our liberties against force and fraud (which ironically government is a major contributor of). Government's job though is to defend its borders but not create a surveillance police state within its borders. Government needs to follow the U.S. Constitution's 4th Amendment and stop spying and harassing its People without a proper Warrant and probable cause for its issuance.
This is the real situation: Wealthy people in the military industrial complex get money from the government to provide technology to control and snoop on people. The money is siphoned to the rich through government contracts while the technology is used to protect the rich at the cost of everyone's Constitutional rights against unreasonable searches and by destruction of the currency through inflating its supply to pay for all this stuff and programs most people never consented to.
