I believe in direct consultation of the people involved. All the group can create an agenda that is approved by most of the people, your fight has being to long, too many lives loss, too many futures Destroyed. Without the nessessary unity you are not going to win against a state that is more unified against your future whatever you as a people want. Go for a consultation of your people as what they want!
