The discretion that police are afforded in my view creates an US v Them mentality. This perpetuates a culture that promotes a sense of entitlement. If you look at the definition of a GANG, without being over dramatic, you have police departments.
You have a number of individuals with guns, body armour, vehicles, technology and the legal power to do as they please.
It is left to the individuals taking an oath to "do the right thing". When surrounded by colleagues, that take liberties daily, alter or fabricate reports to justify their appalling and illegal and egregious behaviours.
Sadly an officer cannot speak out, given the consequences they would face. We all understand police misconduct over the years has in fact put good officers lives in danger.

If you go back to the 1970s there was a whistleblower cop Frank Serpico about police corruption in NYC . He had to deal with retaliation , death threats and many other things . Seems not much has changed since then .
And two years later things are even worse. Not better

It is ironic that the police and their supporters use the one bad apple metaphor to defend the police structure. Their apparent interpretation of the metaphor is wrong. Historically, the metaphor meaning is the exact opposite. The original metaphor is one bad apple spoils the entire barrel. This is an accurate description of what has happened to most police departments. By turning a blind eye, by creating and accepting false reports, by defending obvious illegal activity, the entire department has been tainted.

We need to have civilian oversight of our police just like the military. We recognize that the military would be out of control if it were allowed to regulate itself yet we allow the police to terrorize our citizenry thru the complete absence of accountability in self regulation? It's an outrageous idea to think that any organization that has power over others can self regulate without becoming completely corrupted by that power. We need boards of community members that oversee their own police departments reviewing complaints and in charge of hirings firings and policies for that community. Some things needed in one place are just silly in others and this can create real community based policing. We can keep accurate records of police officers that prevent them from working somewhere for a few months before shooting an innocent kid then getting fired for it and hired the next town over like nothing happened and do it all over again. These bad cops are protected from having these horrible misdeeds on some sort of "permanent record" that keeps communities safe from hiring them without knowing they are monsters that shouldn't be legally allowed to own a firearm let alone given a badge to go with it, it's just madness as of now and this would be a hell of a start. Disband police unions like they have all other workers advocates in this country and take back the unlimited power we have given these thugs trusting them to do right. They have clearly proven they can't be trusted!

Remove the qualified immunities and have the cops get liability insurances. That way you will be able to Sue the cops directly instead of suing the departments and tax payers won't have to pay settlements and when the cop screws up their insurances will either increase their premiums or cancel their policies
