Rent control caused these problems in the first place. Abolish all rent control now. Tens of thousands of rentable units in San Francisco are kept empty by owners who won't rent them out because of these rent control and renters rights laws. They don't want the headaches.
Rent will continue to rise. The rich run NYC and do whatever the heck they want. These landlords will continue to do as they please. Legally show good cause is enough to continue to find loopholes.

Remember when our parents could buy a house on a blue collar job? And by parents I mean dad along with put food on the table. Today you can go get yourself a bachelor's degree and barely afford a 1br. Dont worry another 10 or so years we will be living in cages like they do in Hong Kong. And it is the same here in California where real estate moguls just spent untold amounts to defeat a ballot measure offering our cities the right to enact rent control. It is shameful and disgusting.
I would highly suggest a definition for "good cause", to prevent future abuse.

This is NOT going to effect the 1%. This is going to punish people who currently own a home as an investment. This is nothing more than a land grab disguised as helping renter's. If people who own homes will not be able to pay their mortgage with their rents they will drop their properties like a burning log before this gets implemented and developers will grab up their properties and put up "Stack & packs" (Agenda 21). People will be paying more for smaller spaces. Wake up! Socialism never punishes the rich!

Landlords, the medieval name is part of the crisis, exploit the legal structure of capitalism namely property, liberty and contracts. That legacy of the Roman Empire must change because the public health crisis of poverty and homelessness is unsustainable and clearly unsustainable.

There is always a shortage of rent controlled housing because price controls exacerbate shortages. It's not just the landlords fault, but no one can feel sorry for urban real estate developer oligopolies and gentrification. Expanding cheap fast transportation would solve most of these problems using market forces and without shortages.
Didn't address why they are so high, but here's why rent controls never work. Sure, for those who happen to be living in the rented accommodation it is great (after all they are always the big proponents of it), but here's what will happen.

Over here, in the 5th richest nation on the planet… we scratch our heads. We had this sorted out over 60 YEARS ago. We are extremely capitalist but after WW2 they decided they would not allow predatory "businesses" rape the people as if it's still 1776.

NYC is already one of the most expensive places to own and maintain property in the U.S. She doesn't at all address that.
