I live in gaza
My understanding is that the IDF destroyed huge swathes of the infrastructure in Gaza during Cast Lead and Protective Edge (plus the blockade). Hence there are very few jobs, no agriculture or industry, and no clean drinking water. It didn't just happen in isolation! "Oops, we've got no water… I wonder what happened, what a silly mistake."
I am afraid its always technology that is needed. Better Fuel Cells would allow ordinary people to create water and fuel off the grid. Politics is what holds us back from technological splendor.

At this point it wouldn't surprise me if Netanyahu suggested that the Israeli's sewage water be directed into the Palestinian's faucets, no filter.
You only have to blame "Western" media for their silence and the enabling of this apartheid ethnic cleansing. But honestly, this is not new and can be traced back decades.
Can you imagine if the scenario was reversed and Jews were in Gaza suffering it would be on mainstream media 24 hours a day 7 days a week for the next 50 years.
