The med supplies were especially labeled for Venezuela. One of the shipments of sutures were captured by the authorities in an attempt to enter Colombia with a destination to a fake organization that supplied the narco military troops. Guaido is just a US/EU puppet. Anybody who thinks US/Guaido are not responsible for this blackout is naive. This is another US/EU driven coup to gain control of Venezuelan oil. The sanctions are intended to literally starve the people into revolting against Maduro. I don't support Maduro who is most likely a gangster supported by the corrupt military.
