Prisoners are on the front lines of climate crises of every type. Heat waves can be especially dangerous for incarcerated people, particularly in prisons that lack proper air conditioning. In Texas, this summer’s heat wave has seen temperatures inside some prisons reach as high as 110 degrees Fahrenheit. A recent survey by Texas A&M University’s Hazard Reduction and Recovery Center, as well as the Texas Prisons Community Advocates group, paints a picture of immense human suffering caused by environmental catastrophe and inaction by authorities. More than 6,000 heat-related grievances were filed in Texas prisons between September 2019 and August 2020. With just 2/3 of the state’s prisoners in possession of their own cup to drink water with, thousands of incarcerated people are being left to languish in deadly temperatures without air conditioning or easy access to water. On this episode of Rattling the Bars, Monique Welch of the Houston Chronicle appears to discuss A&M’s research on the conditions of Texas’ sweltering prisons.

Monique Welch is an engagement reporter for the Houston Chronicle. Monique holds a Bachelor of Arts degree in Communications Media Studies from GoucherCollege.

  1. To be fair I mean pretty soon they'll probably just start serving as human meat so it's not so much inhumane as it is the other kind of red meat cooked and served to our elite word to us I don't know I mean supposedly the people in Washington are already bathing in the blood of people who are dumb enough to do blood donations to stay youthful forever that's why they don't take gay trans or black blood they need pure white virgin blood

  2. who gives a shit how the guards feel? they have the option of being there or not being there. the prisoners do not. and that's always their first excuse is funding but we have billions to send to Ukraine but can't educate our young people, can't take care of our old people or provide housing for our veterans. so I don't want to hear about funding, that's just a cop out.(no pun intended) what about all the people who are getting stabbed on a daily basis in prison or sexual assault happening in prison? every single prison in the United States is a torture chamber and we need to re-think the whole dynamics of prison it self. Im not saying do away with prisons because there are people that need to be removed from society but prison should be reserved to the most dangerous and extreame cases and not low level, non-violent crimes. and for them to tell us, the prison industrial complex doesn't have funds for air conditioning ? its a money printing business, that's all they do is make money. law Enforcement needs to change, prisons and jail needs to change and the government needs to change or we are headed down a road of revolution and civil war. and that's one of the reasons they want to take our guns. they see where this country is headed(mostly because of polititians) and they want to get ahead of it and they don't want us to be able to defend ourselves when the shit does hit the fan. by the way, great interview , keep up the awesome job you guys are doing

  3. The Sweeds made the cuffs for the black prisoners of the newly formed chain gangs. To torture them with. To dehumanize them. To oppress them with. Now that we all are their slaves they use them torture cuffs on all of us.

  4. They’re just gonna do enough to mitigate the heat to say they tried. It doesn’t matter. Don’t thank them until they air-condition all the prisons. Even senior care centers lack A/C, very prison-like.

  5. So, a lengthy investigation with publicity was required in order to improve the dangerously hot conditions? Talk about an extremely poor level of professionalism. Perhaps this should be turned from a human rights issue, about which they could not care less, to a workers' rights issue. If a worker has to work with people who are exposed to such dangerous environments, the worker is exposed to excessive human suffering, which violates workers' rights.

  6. Black people around the world need to recognize the true enemy lies in the laws and simulated system of governance created by thuggish, jackboot and  hypocritical racist corporate capitalist driving politicians. The system of harsh governance adopted by the police departments and other lawless enforcement agencies across the territory sees black people as properties and animals that can be bought and killed without any severe repacurssion and consequences.
The police departments and their racist corrupt lawless judicial system does not recognize black people as human beings but rather terrorist peasants to the racist system.
The politicians and law enforcement agencies have demonstrated black people's lives are worthless through these mass killings of black people time after time without any willingness to change their laws and behavior of thugs in uniform and street clothes.
The divided matrix states of mass criminalization, incarceration, extortion and killing of black citizens have shown it's continous  hostility towards black people around the world.
The murderous hostility that our black brothers and sisters are enduring the divided states is directly and indirectly link to african  and how the matrix system sees the people of african descendants.
The matrix system does not appreciate africans leaving in africa as they are of the mindset that they can own your lands and resources through militaristic invasion at will. Why do they have military bases throughout  the continent of africa? It is not to protect africans but self interest of the imperialistic countries.
The divided states is morally and spiritually bancrupt due to INDUVIDUALISM and CAPITALISM. A failed state parrading and pretending to be the best in the world. The operatives (judges, DAs, prosecuters and police departments and other enforcement agencies and federal and states politicians) and administratives of the inhumane racist justice system perpetuates VIOLENT  culture of
POLICE BRUTALITY, MISCONDUCT, POLICE MURDEROUS ART, MASS INCARCERATION,  DISCRIMINATION, MASS BRUTALITY,  HARRASEMENT, INTIMIDATION,  DOMESTIC T, OPRESSION, SAPARATION OF NUCLEAR FAMILIES AND LAWLESSNESS.
The jackboot justice have been heavily CAPITALIZED to harm, target and criminalize citizens and disporpotionaly black americans through violent laws and policies created by federal and state politicians. The investigatory PIE Chart that  detail the counts of jails, prisons, correction facilities  and millions of incarcerated citizens DOES NOT tell the WHOLE story of what the federal and state politicians are doing to their fellow citizens across the country.
A quarter of the population (80 million citizens) have directly affected by the impact of the mass criminalization and incarceration through SEPARATION OF NUCLEAR FAMILIES.
The divided states government (executive, legislative and judicial brach, law enforcement agency (police departments), news media) are thuggish and terrorist instituion that silently harm citizens of the world 🌎 to forster corporate capitalism in order to allow the corrupt stake holders to remain in POWER.
This is purely a violent engineered system designed to CONTROL citizens through oppression and suppression and allow for politicians to retain POWER while serving the interest of the corporations rather than their citizens.
The divided federal politicians lack the capacity to serve the interest of their fellow citizens.

  7. 13:34ish Heat doesn't "EXASPERATE" health conditions, it "EXACERBATES" them! What "exasperates" ME , is that I value the language and I got one year of Art College and this lady, a product of "Journalism School", WRITES for a living! Her heart IS in the right place though!

  8. Don’t want to say but as climate change increases this problem will only get worse, am absolutely sure guards have air con. This really needs to be put into legislation, ie a maximum temperature, this must be linked to unions and maximum temperature. In Australia workers stop work at 35 Celsius, 95 Fahrenheit. This premeditated murder. Only a workers led revolution can change this systemic racism. Solidarity.

  9. Pima County Jail in Tucson abuses you the other way. Though it's hot outside, they'll keep the temps inside downright chilly, then give you one thin blanket for the night.

  10. Women are being raped every single day regardless of the weather, in prisons that have transferred intact male sex offenders, because they know the magic words. Why don’t you have anything to say about that? Do you agree with these barbaric policies?

  11. There are prisons in every southern state without AC. 84% of southern homes have had air-conditioning since 1970. I’m in SC, some prisons have air conditioning, some don’t. That is obscene. The heat and humidity are oppressive from the end of May through the beginning of October.

Louisiana spent 4X more in taxpayer dollars fighting in court against air-conditioning their prisons than it would have cost to air condition its prisons.

  12. I spent months in a similar situation where we lived in tents in 110+ degree weather in Kuwait & Iraq. It sucks but it's part of the life we chose for ourselves. (Unless wrongfully convicted)

  13. Couldn't some billionaire take .000000001% of his wealth and buy solar and air-conditioning for them?…Oh..I forget, all our billionaires are sociopaths.

  14. I'm gonna say that the 31 units they claim have a/c are the small short time stay units. The State Jails and farm units dont have a/c and I'm going out on the limb here and saying the info they gave you is not quite accurate. I could be wrong I have been out for nearly ten years but I would like to see this list if I could. Sounds even better than the truth saying 30 units have a/c but im skeptical of that

  15. Personal experience with this subject. It's terribly hot in there. The drinking water provided is awful also. We were punished in the winter with freezing temps also.

  16. Real News is not the same since Paul Jay was thrown out. Real News is still lead by NPR cronies. And anyone who knows anything about American news knows that NPR's content needs to be approved by their corporate sponsers.

  17. yes. it is definitely a human rights violation. as is the entire system which incarcerated these individuals while disguising the effort as some sort of reform program.

  18. I've read that in a New Jersey prison the heating system broke in the winter and went unrepaired for many months. Cruel treatment of prisoners throws the justice system into disrepute.

  19. it´s 110 in my house too,and i have no money for air conditioning or the stupid electric bill that comes with it and i am not a criminal, deal with it.

  20. I was arrested and charge d for tresspass on my own property and three other felonies added falsely prosecuted ycso mayer az lam inocent put in rehab for passing my drug test no joke reality God bless everyone

  21. The prison industrial complex must go green as quickly as possible.
From this point forward, all new prisons under construction must be built with sustainable materials.
Also, the same will apply to retrofitting existing facilities.
All indoor plumbing, heating, cooling, and electricity must be provided by renewable resources ONLY!
    Absolutely no exceptions whatsoever.
In order to further reduce wastage and carbon emissions, all books, music, and allowable media will be distributed digitally via specialty tablets operating only on solar power.
Commissary items would be totally banned.
As prison diets would focus exclusively on healthy, sustainable vegan meals such as Nutraloaf.
    Furthermore…
All prisoners would undergo daily mandatory education on environmental protections and reducing their carbon footprints.
Lastly, any material that can be recycled will be done so and vigorously enforced. Including food items.
There will be no unnecessary waste.
    With such measures.
The prison system could easily reach full sustainability. Reaching zero carbon emissions.
Remember folks…There is no planet b.

  22. I'm a lib AND 4th generation Texan in my 50s. Texas is no more hot than it's been since I was born in the late 60s. Remember 2011? Not escaping empathy for inmates but none of this is new. Texas is a horrible jail state.

  23. Really, Browynn? And just how are they supposed to pay for electricity when they get paid 28 cents an hour, if indeed, they even have a job in prison. You're sick! And since when are any jails or prisons in USA comparable to any kind of hotel? (much less a 5 star one).

  24. People have apparently forgotten that this is what Joe Arpaio originally got famous in the '90s. Feeding prisoners food unfit for dogs, let alone people, and making them live in tents in the Arizona summer, where it gets well over 100F (38C) every day for weeks.
The same morons of that time (they wear red hats today) thought it was great while normal people all over the world were shocked that this was happening in what is supposed to be a civilized nation.
