The legal definition of exoneration and how it's actually used in criminal court is very simple. Anyone can look it up in any legal dictionary. For any court in America to legally exonerate anyone, that person must be first convicted of a crime. An exoneration is "literally" what happens when a conviction is overturned. Or put another way, An exoneration is a process that returns a convicted person to their original state of innocence.
Everyone is conflating the colloquial term Exoneration with the legal term. Trump used the colloquial, as in "I was exonerated in the eyes of the public". Any lawyer however, fully understands that a legal exoneration is what happens when a conviction is overturned, that's all it is and nothing more. Mueller could not exonerate Trump because he had never been convicted. Bringing the word exoneration into the report but using it in it's colloquial form is unheard of. There is only one reason to possibly do this and it's to cast a shadow of doubt. (same for his dissembling on obstruction)
In civil court exoneration refers to either Bail Exoneration or the discharge of a judgment. There is no such thing as a civil exoneration of a criminal case, not in any legal sense. That would still be the colloquial. A civil case might exonerate you in the eyes of the public but it's not a legal determination of guilt or innocence in any way, shape or form.

I haven't had time to watch the video yet (I will) but after watching all of the painful testimony, I think that it changed everything. When Mueller was pressured hard enough, he was forced to clear Trump entirery, even though he was reluctant to do so and tried to insinuate that Trump might be guilty although the FBI had absolutely no evidence against him, because they also didn't have any evidence Trump is innocent.
The testimony also showed that Mueller is either demented or a liar. He didn't hear and didn't understand most questions and would only answer references to his own writing if it was read to him. I consider myself a moron in many senses, but when it comes to something I have worked fulltime with and written down thoroughly, you'd better believe I can remember it.

Mueller seemed to age 10 years by the time he first made his report. Apparently, that much lying and obfuscation kills brain cells.

The report did NOT say that Russia definitively interfered in the election- Mueller is lying- just like he did to get us into the Iraq war
The whole story is an obstruction of reality. The public is pushed into endlessly gazing at a show of presumed complexity, we hear endless legalese rants about nothing, and all appears in a fog of rhetoric that you’re supposed to somehow admire: If you haven’t followed all the endless details you’re bound to be lost in that fog, making you feel uniformed or not smart enough. And that’s the way they want it on both sides: spreading an unspecific and deliberately vague fear of some Russian omnipresence, and a vague fear of everything foreign, whether its Russian or Mexicans. Forgetting all the real issues is the shared goal. We’re all supposed to trust no one. You’re supposed to believe that you are being manipulated, not by these politicians on both sides, but by external forces. It is an atmosphere that can lead to wars.

I'm 67. I'm certainly not as sharp as I used to be. I doubt I've ever been sharp enough to work in critical government positions. Watching these people today leads me to believe way to many of these people there now are just too feeble to be there any more. Mueller definitely should be retired as should be many on both sides of the aisle; Pelosi, McConnell, Schumer, Biden for examples. Bernie Sanders is of the few who appears to have all his critical thinking skills working at 79. I hope the millennials hurry up and clean house.

"This was the movie from the book" says it all. If Congress read the report, they might glean something worthy of impeachment, but then their campaign fundraising would have to be stalled! The DNC was remiss in investigating Interstate Crosscheck scandal by the RNC, and the eligibility infractions by many Electoral College delegates. They were remiss in calling out election fraud issues across the nation, which would have disqualified both candidates from the duopoly.
Yes, Coleen is correct in exposing Dems and Reps for "putting Mueller on the piedestal". I'm afraid also Jill Stein expressed respect for him.
