Puerto Rico could use a public bank to fund the government through the bank's interest income. That would work much better than funding a public bank for private profits for vulture hedge funds like it is now. During America's colonial period, Ben Franklin set up a banking system for Pennsylvania that replaced the need for taxation. PR could provide a banking example to lead the whole world forward away from the bad model we have all been following for hundreds of years.

In Puerto Rico, personal income from capital gains, interest, and dividends are untaxed. Thus, it is a tax haven for the rich. Who cares if Puerto Rico is short on revenue to help them after a severe weather event, we must make sure the rich continue to get their tax breaks. So, instead, just have US taxpayers pay for the disaster relief.
IMO If Puerto Rico could have foreign ships land there and foreign planes, it would help them trade and make them less dependent on the US.
