Bob Graham is lying. Saddam Hussein was NOT in a position to invade Saudi Arabia. That was a phony story the US was manufacturing at the time. Saddam Hussein would likely not have invaded Kuwait except that George HW Bush and his Secretary of State James Baker III told the US ambassador to Iraq to assure Saddam Hussein that the US had "no opinion" on his Arab-Arab border disputes. In essence, an invitation to invade was extended by a US diplomat, falsely indicating the US would take no action in response – while the military action was planned should Hussein take the bait.

This is a distraction psy-op: the Saudis were never involved, it was a US self-attack, quite possibly with Israeli involvement. The Saudis were oblivious to what was going to happen although they were rushed out of the USA after the attacks in order to protect them from possible overdoings by police and the justice system following the fake Bin Laden track.
