Mental retardation is environmental thru toxins and stress. And not a condition that can be adjusted. What the US does is hide this condition. First, with blame for the parents for insufficient parenting, then failure to train per social workers dictat, and as an adult abandoned to the vagaries of the economy primarily prison. The military has fostered out-of-country bases to avoid the massively toxified US bases here in every state. The military has specific long term data regarding the IQ of the US public and as a result, rejects ALL IQ scores under 95 as unsuitable for military training. Corporate poisoning of the American public is rife due to introduction of pesticides, multiple applications expose the public in every way, and have approval due to the greed of the US Congress.

It sucks, but if you commit horrendous crimes, and your sentenced to life, then you should do life. If you kill someone, and you get life for it, then that is what you should do. I do not agree, with some of the horrible crimes that are being committed by these teenagers, that because they are a teenager, that the courts should go easy on them! Everyone knows the penalties for things like murder, rape, armed robberies, and other serious crimes, including the teenagers committing these crimes. If you commit serious crimes, and you get convicted, whether being an adult or a teenager, you should not get an exception, because of your age. If you kill someone, then you should do life! No exceptions!
If they in there for a reason they should stay in there, stop letting more criminals loose
