   the canadian focus on multilateralism actually comes out of it's role as a british colony, and it's need to find a way to balance american power to prevent it from absorbing us. if we wanted to be a part of the united states, we would have accepted the offer in the american constitution; clearly, we don't. this history of trying to find a way to avoid being conquered by this giant, aggressive empire on the habitable side of our border, while existing within an empire that the sun never sets on, has forced us to learn how to offset the powers, by playing them against each other.

   stated simply, we are better off in a world in which the united nations acts as a check on american power. so, we have tended to follow the united nations, rather than the united states. up until 2006, we tended to avoid making arbitrary decisions. our cuba policy was simply the un policy. and, we went to afghanistan on a un mandate – and did not go to vietnam or iraq, because the un did not provide one. even libya had a un mandate.

   there is consequently in fact a severe break in historical canadian policy, here, as we are not acting with the united nations. for all his rhetoric, i don't think harper ever actually acted outside of the scope of the united nations. if somebody has an example of canada breaking ranks with the un, throw it out there – i don't think one exists. to an american, this may seem trivial, but to a canadian liberal it's flatly heretical.

   but, in some sense this was predictable. i remember during the debates when somebody asked trudeau if he thought that that it was ok to act outside the un, and he said he did – to dropped pens and open jaws. it was clearly the wrong answer from the leader of the canadian liberal party. but, here we are.

   the analysis i produced at the time was that something has clearly broken and we need to find a way to fix it. what the united states did in iraq essentially rendered the united nations irrelevant, and it was up to canada to figure out how to react. as mentioned, liberals in canada have historically sought a rule of law in international affairs to prevent these big empires from acting arbitrarily, as that has never been in our interests. sadly, some deep analysis may be missing the point; i am frankly not sure that the sitting government really knows what it's own interests are, and may simply be driven by an affinity to washington, to follow around like a sycophant, hoping to curry favour.
