None of the parties want war, because Iran could inflict considerable damage to US (& UK) interests in the region. The US knows it cannot invade, occupy & subjugate Iran. They couldn't do it to Iraq. ES-B admits the dilemma for the UK & US, by repeatedly referring to counsel from "cooler heads" in the West, and also admits that Iran has been very restrained and patient over the years.

    From Iran's POV, the situation has been escalated near to the tipping point some while back, due to the draconian US sanctions and because they have lost ground by stopping Uranium enrichment for several years. They want the matter resolved quickly. It is an extremely canny calculation to have retaliated in kind to the illegal UK action against the Iranian oil tanker.
