It's the amount of dollars created and spent into the private sector which have not yet been taxed out of the private sector. The national debt is the private sector surplus. The entire audit is a fraud. It is a scam perpetrated by the major accounting firms. Over 20 years ago, they lobbied the government successfully to include these audits as part of the Government Performance and Results Act. The government has many checks and balances to assure funds are obligated for the purpose that they were appropriated by Congress. The audits are not needed and are designed to fail. Why? According to this video, the DoD spent over $350 million this year alone. Figure it out. Who is really benefitting from this policy? Not the taxpayers. Try Deloitte. Try Booze Allen. etc etc. I would bet that over 10% of the Defense budget is for accounting and auditing.
