NYPD Anti-Crime Officer Febres is the ringleader of a group of plainclothes Officers in East Harlem (23Pct) that target young blacks & hispanics, whether they are on foot, or in their vehicles. This Officer was accused of conducting unorthodox searches of people’s rectum & BallSacks (SEE – https://nypost.com/2017/02/13/man-claims-cop-has-fetish-for-violating-body-cavities/ when conducting illegal stop & searches of young blacks & Hispanics in East Harlem..furthermore, this Officer continues to stop people and search their vehicles without lawfull consent.
