County Attorney’s Office Brings No Charges in Officer-Involved Shooting
Edina, Minn., Feb. 10, 2020 – Today, the Hennepin County Attorney’s Office
announced that charges will not be brought against the officers involved
in a Sept. 7, 2019 officer-involved shooting in Richfield.
On Saturday, Sept. 7, 2019, at 10:22 p.m., a police pursuit that
began in Edina ended in an officer-involved shooting near the
intersection of 77th Street East and Chicago Avenue in Richfield.
The incident involved officers from the Edina and Richfield
Police departments.
The Hennepin County Sheriff’s Office led the investigation
of the shooting, which resulted in the death of Brian Quinones.
“Under Minnesota law, it is clear that [officers’] use of deadly force
was necessary, proportional, and objectively reasonable in the face
of the apparent threat of death or great bodily harm, and no criminal
charges are warranted,†wrote Hennepin County Attorney Mike Freeman
in a news release posted to his office’s website.
The incident deeply impacted the Quinones family, the officers involved
and the community. The cities of Edina and Richfield and their
police departments understand this has been a long, challenging process.
Both cities are committed to helping the community as everyone begins
healing from this tragic event.
