This was strange, while editing i could hear more of the conversations, and apparently this lady had fallen a sleep at the restaurant near by and they called the police because she didn’t wake up right away…she looks fine in the video, not out of it, alert….but they call her an ambulance and take her away…..

Yes. It's called an M-1 Hold. Even if you go to an Emergency Department for knee pain and make suicidal comments you can be placed on a 72 hour hold for your safety by the medical staff. It is justified to "sieze" someone if you feel they are not in a mental state to make decisions for themselves.
If you say "no" to an ambulance, then it's the pig's dime paying for it.

Sadly, they can, "force people to accept medical attention", if they (subjectively) say the person is, "a danger to him.herself or others". It's a load of b.s., but, they do get away with it, because people allow them to get away with it. What about the bill? If the person has insurance, it will pay, almost every time. If the person has no insurance, but does have money, they will be forced to pay. This is how they are getting away with stealing peoples' property, repeatedly. They are saying the citizens are, "danger", to themselves and/or to others, and placing them on these 1 to 3 day holds (medical holds) and when the person will not pay, they will simply sue them, and they win, because nobody wins against them.
Who are the them or they I mean? It would be the same jerks who own the banks and the insurance companies and train the police, OUTSIDE OF THE USA, in Hellaviv.., and they are destroying this country, entirely. They are making all Americans slaves to them. Our parents are or have been losing everything, to them, because they make up these subjective laws and the idiot citizenry do not complain, thinking it will never happen, to them. It does, happen to them, all the time.

If their awake and alert; have no physical signs of trama (gun shot, broken bone sticking out) they can refuse treatment. To my knowledge that is true in all states.

Of course they CAN'T force you … no more than a hospital can force you to stay there and receive care. It's ridiculous.
The answer is no. If you are conscious and capable of saying no they cannot force you. If you have a severe concussion or something like that they can determine you are not capable but that call can only be made by EMTs or doctors. The police cannot force you into an ambulance. They will and often try or do but you can file a lawsuit if they do. It is a persons right to refuse medical treatment.
Do they not realize that if they don’t give basic information you will be motivated to get public records with much more detail than what you were asking. It is just more evidence of the training they receive to always be adversarial to citizens.
